Laredo appoints human resources director, acting director of economic development

The City of Laredo Acting City Manager, Samuel Keith Selman, announced the appointment of two key positions within the City of Laredo.

Linda Teniente has been appointed Director of Human Resources effective Wednesday, May 18, 2022. Additionally, Miriam Castillo has been appointed as Acting Director of Economic Development.

Teniente has worked for the City of Laredo for 26 years, 21 of which were in the human resources department. She also held other positions with the Laredo Fire Department and the Parks and Recreation Department.


Teniente’s background includes experience in HR divisions such as Risk Management and Health and Benefits. Its objective will be to attract and retain a quality workforce for the city.

“As I begin this journey as Director of Human Resources, one of my primary goals is to establish and maintain open and transparent communication with all departments and stakeholders within the City of Laredo,” said Hold. “Know that I am here to support each and every one of you and my door is always open to assist you in any way possible. Thank you for giving me the opportunity to serve the City of Laredo in this capacity.

Additionally, Castillo was temporarily named acting director of economic development.

Castillo joined the city of Laredo as a program administrator for the economic development department. Prior to joining the City of Laredo, Castillo served as Vice President of the Laredo Chamber of Commerce since 2014, among other positions throughout her 16-year tenure.

“I am grateful for this opportunity to serve as Acting Director of the Department of Economic Development. I look forward to continuing to work to develop and improve programs that promote and facilitate the economic growth and vitality of our city,” Castillo said.

Linda Teniente – an accomplished and dynamic human resources professional with a strong track record in guiding organizational growth and success – was recently appointed as the City of Laredo’s Director of Human Resources. A skilled interpersonal communicator able to interact with all levels of the organization, from new hires to management, Linda is a professional focused on continuous growth and improvement and using actionable data to guide decisions.

Teniente has worked for the City of Laredo for 26 years, having spent 21 years in the human resources department. Linda has also held positions within the real estate departments of fire, parks and community development during her tenure with the city.

Linda brings a strong background in HR, particularly in risk management and health and benefits. As she steps into this new role, Linda is focused on “attracting and retaining a quality workforce for the city and succession planning for the next generation of city leaders” .

Linda holds a Masters in Business Administration with a concentration in Management from TAMIU.

Miriam Castillo

Born in Laredo and raised in Nuevo Laredo, Castillo holds a bachelor’s degree in business administration from Texas A&M International University, where she later earned a master’s degree in international business.

Castillo began her professional career in the banking sector working in the accounting department, then in the field of logistics and import/export where she held management positions as liaison and project manager for clients. manufacturing industry.

Prior to joining the City of Laredo, she worked for the Laredo Chamber of Commerce where she served for 16 years and held a variety of positions, each requiring particular expertise.

Given her ability to perform and deliver across departments, she was promoted to Vice President in 2014. Under her leadership, the Chamber launched and expanded many successful programs, projects and initiatives, including the first-ever business development certification program, which has reached more than 2,000 entrepreneurs and employees since its inception in 2016.

With the support of board members and volunteers, she was also instrumental in securing the Chamber’s 5-star accreditation from the United States Chamber of Commerce, a prestigious accolade achieved by the organization for the first time in 2017, which at the time had only 116 of the more than 7,000 rooms in the United States transported.

She is certified in the Institute for Organization Management, a four-year professional development program for association and chamber professionals by the US Chamber of Commerce Foundation.
